The Accountant is responsible for analysis and administration of operating budget, special revenue, capital, and student activity accounts. Audits ledgers, and ensures adherence to School Committee budget, policy and procedure, union contracts, GAAP, DESE regulation, and statutory requirements. The incumbent prepares monthly and year-end closings, reconciliations, and reporting documents. The Accountant reports to the Assistant Superintendent of Finance & Operations.
QUALIFICATIONS:
- Degree in Business, Finance, or related field preferred;
- Knowledge, or ability to quickly learn the knowledge needed to ensure compliance with state, local and federal finance laws and regulations as they relate to municipal and school finance;
- Proficiency with technology application including Microsoft Word, Excel, PowerPoint, Google suite, and accounting software (Quickbooks, MUNIS);
- Ability to set up modeling spreadsheets and PowerPoint presentations, creating graphs, charts, pivot tables, timelines and other data formatting using Microsoft or Google;
- Strong mathematical, conceptual and analytical skills, including the ability to analyze and interpret data and take appropriate action. Effective problem solving skills, and strong customer service skills;
- Strong time management and organization skills, and attention to detail and follow-through to resolve any outstanding issues;
- Ability to communicate clearly and effectively, both orally and in writing, to appropriately communicate with all levels of customers, from support staff to school and district administrators;
- Ability to adapt to changing environments and support multiple clients. Proactively assess, and participate in training other team members;
- Such alternatives to the above qualifications as the supervisor(s) may find appropriate and in conformity with state and federal requirements.
DUTIES
- Assist in all aspects of budget development including collecting, assembling, and analyzing budget submissions, generating the budget document, and preparing budget materials;
- Monitor and manage all special revenue funds including state and federal grants, gifts and donations, student activity funds, and adhere to all financial accounting and reporting standards.
- Monitor and review all cash and revenue receipts, ensure all revenues are collected in a timely fashion, and reconcile available resources and expected revenues with the fiscal needs of the district;
- Manage an effective district-wide system of internal controls, accounting, and auditing for all funds and make recommendations to address weaknesses in internal controls;
- Perform audits on selected accounts to ensure accuracy, proper charging, and compliance with generally accepted accounting principles;
- Under the review of the Assistant Superintendent of Finance, facilitate the external audit process, review and respond to audit findings and management letters and develop corrective action plans, as needed;
- Prepare and submit accurate financial reports to the DESE, including the annual End of Year Pupil and Financial Report;
- Coordinate state and federal grant activities including reconciliations, requests for funds, as well as time and effort monitoring, maintenance of effort and indirect costs;
- Working closely with the Town accounting and treasury functions, perform monthly/year-end account reconciliations;
- Other duties, as assigned.
